Heidi L. Willis

intern2.naswpa@socialworkers.org

Heidi L. Willis is among the first female graduates of the Milton Hershey School, a milestone that shaped her lifelong dedication to service, leadership, and advocacy. Throughout her career, Heidi has focused on creating meaningful change for vulnerable individuals and families across Pennsylvania.

As the Executive Director of Shalom House Shelter in Harrisburg, Heidi provided safe housing and empowerment programs for women and children in crisis. During her tenure with the Pennsylvania Juvenile Law Center in Philadelphia Pa she played a key role in helping to pass-state legislation that limits the time children can remain in foster care to 18 months before becoming eligible for adoption—a policy that has improved the lives and stability of countless youth across the Commonwealth.

Heidi also served as a social worker in the SPIN Program with Diakon Lutheran Ministries, where she supported children and families navigating complex transitions and community-based care.

Currently, Heidi is completing a graduate internship with the National Association of Social Workers – Pennsylvania Chapter (NASW-PA) to deepen her understanding of macro-level social work practice, public policy, and advocacy.

Heidi continues to bring empathy, leadership, and a commitment to equity into every role she serves. She is passionate about empowering others, strengthening communities, and advancing systems that promote dignity and opportunity for all.
