Job Description



37.5 hours/week

NASW-PA Chapter Executive Director


Directs the government and policy advocacy efforts of NASW-PA, and serves as the association’s staff lobbyist. Works with chapter committees, social work leadership, government officials, and allied organizations to develop and implement a proactive policy agenda and strategy to enhance the standing of professional social workers in the Commonwealth of Pennsylvania.


A. Lobby on behalf of the Chapter on legislative and policy issues.

B. Develop a bi-annual legislative agenda in partnership with the Board of Directors, and report regularly to the Board on the progress of the agenda.

C. Represent NASW-PA with allied organizations in coalition efforts to enact sound social policies including legislative and regulatory efforts, and provide updates to members on coalition efforts.

D. Effectively communicate advocacy agenda and efforts to professional membership and the general public, including providing articles for The Pennsylvania Social Worker and working with the Communications Director to produce eblasts and content for social media.

E. Empower NASW-PA members to effectively advocate to their elected officials through CE trainings, sample letters and/or phone scripts, providing legislative contact information, and alerting members when advocacy efforts are needed.

F. Answer questions regarding current legislation and potential effects of legislation on the social work profession for NASW-PA membership, the media, and the general public.

G. Represent the association and the social work profession either as a participant or an advisor in developing and presenting testimony for state committee hearings.

H. Develop, on behalf of the association, positions on public policy matters in consultation with the Executive Director and the Board of Directors.

I. Track introduced legislation to ensure social work values are promoted and represented in position statements and other advocacy efforts.

J. Plan, coordinate, and run the annual Legislative Advocacy Day. Provide trainings to student and professional groups to train participants.

K. Serve as a staff liaison to the Political Action Committee on candidate endorsement efforts, including briefing the committee on political updates, crafting endorsement considerations, and preparing and presenting PACE-related continuing education events.

L. Organize the Chapter’s election activities, including but not limited to working with PACE on candidate fundraisers, voter registration, phone banks, and get-out-the-vote drives for PACE-endorsed candidates at the Chapter or federal level.

M. Serve as a staff liaison to committees and/or task forces related to advocacy or policy issues and serve as the liaison between the committees/task forces and the General Assembly.

N. Attend state committee meetings relevant to NASW-PA agenda.

O. Assist members in reporting Title Protection violations and educate the public of Title Protection to enhance the perception of the social work profession.

P. In conjunction with the national office, coordinate Chapter advocacy at the federal level including district visits with members of Congress, communications to NASW-PA members, and direct lobbying efforts.

Q. Submit state and national lobbying reports on behalf of NASW-PA, and provide lobbying reports as needed to the national office.


A. Skills Required: Preference towards a Master’s Degree (MSW) with consideration for a Bachelor’s degree in social work, public policy, or a related field with strong legislative experience. Superior oral and written communications skills, and the ability to read, analyze, and succinctly communicate complex public policies in a timely manner. Demonstrated ability to organize and mobilize association membership. The ability to work both independently and collaboratively with volunteers and/or coalition partners is essential.

B. Knowledge: Requires familiarity with legislative and electoral processes on the state and federal level, and candidate fundraising regulations. Pennsylvania-specific familiarity preferred. Knowledge of social work issues, social policy, and health/mental health issues strongly preferred. Understanding of social work values and sensitivity, knowledge, and experience with minority issues.

C. Experience: Requires a minimum of two years’ progressive experience in government relations, including experience in the development and implementation of advocacy strategies and grassroots advocacy efforts. Prior work related experience with an association is strongly preferred.

D. Other Considerations: Position requires some travel. Should maintain a current Pennsylvania driver license.
